The Council of the City of Eddyville met in regular session on Monday, May 2, 2005 at 7:00 p.m. in City Hall. Mayor Johnston presiding..
Council members present: Phyllis Kelsey, Terry Brady, Jim Durst, Kirk Bruce.
Council members absent: Dwight Lobberecht.
Mayor Johnston announced that this was the time and place set for a public hearing on the proposed new ordinances. There being no oral or written objections Bruce moved, seconded by Kelsey to close the hearing at 7:03p.m. AYE: 4. NAY: 0. Motion carried.
Bruce moved, seconded by Durst to approve the agenda as presented. AYE: 4. NAY: 0. Motion carried.
Kelsey moved, seconded by Brady to approve the consent agenda consisting of minutes of meetings in April and bills for April payable in May. AYE: 4. NAY: 0. Motion carried.
Brady introduced Resolution 2005-05 and moved its adoption, a resolution to waive the second and third reading of new ordinances. AYE: Brady, Durst, Bruce, Kelsey. NAY: 0. Resolution passed.
Kelsey introduced Resolution 2005-06 and moved its adoption, a resolution to approve the new ordinances on the first reading, seconded by Brady. AYE: Durst, Bruce, Kelsey,. Bruce. NAY: 0. Resolution passed.
Mayor and council talked with Yeoman about the complains from the citizens when he sweeps the streets. He explained that the machine he uses only sprays so much water and there will always be dust. Mayor asked him to sweep after a rain or use more water.
Planning and Zoning committee was discussed Don DeMoney, Vonnie Patterson, and Kirk Bruce will be on the committee they will get two more members. Brady moved, seconded by Durst to approve spending $200.00 for the Planning & Zoning Committee plus any council that would like to attend a Planning and Zoning Workshop on May 31, 2005. AYE: 4. NAY: 0. Motion carried.
Clerk reported all was set for clean up days May 17, 18, 19, and part of 20th.
Brady moved, seconded by Bruce to approve a beer permit for Eddyville Market. AYE: 4. NAY: 0. Motion carried.
Chief Andrews wants to apply for a grant to get a car for $1.00 for 3 years with advertisement on it, asking council for permission to give the attorney a copy of the contract to look over. Mayor told Chief to get with Safety Committee and go from there.
Fire Chief reported 3 wrecks, 2 structural, 1 CO check, 2 Bluff Creek runs, 1 smoke complaint, 2 investigations calls. Fired Chief stated that things are working well the way things are now. He recommends that we leave things the way they are, calls going to the county you live in. Council took no action things will stay the same.
Tammy Walker was present to discuss burning at the residence were a meth lab was found. Ms. Walker was told by Poison Control that if her house was full of smoke she should not stay in it nor should her children. Fire Marshall told Chief Andrews that the house does not need to be torn down but it need to set for 30 days before anyone can live in it. The land owner said he would cooperate with city.
Forrest Durham was present to discuss the bad condition of the circle
drive at the Elem. School at Vance St. and N. 6th and
Strawberry. Mayor stated that the city is working with the school
on the circle drive on Vance St.
Mike Grim was present to present the library report. No action.
Kelsey moved, seconded by Durst to approve putting a port a potty at the cemetery for Memorial Day. AYE: 4. NAY: 0. Motion carried.
Durst moved, seconded by Bruce to have a port a potty at the city park and then after Memorial Day bring that one to the park. AYE: 4. NAY: 0. Motion carried.
Since the city web site has run into some difficulties Jimmy Sutton said we could use his. The city will be posting our agenda, minutes and special city news items with him.
