The Council of the City of Eddyville met in regular session on Monday, February 1, 2010 at 7:00 p.m. in City Hall, Mayor Johnston presiding.
Council Members present: Doug Greenlee, John Simmers, Jim Durst, Wendell Terrell, Dwight Lobberecht.
Council members absent: none.
Mayor Johnston announced this was the time and place set for a public hearing on the Library Ord. amendments of reducing board members from nine to seven members and reducing terms from six years to four years. There being no written or oral comments Lobberecht moved, seconded by Durst to close the public hearing at 7:02 p.m.
Durst moved, seconded by Terrell to approve the agenda as presented. AYE: 5. NAY: 0. Motion carried.
Lobberecht moved, seconded by Durst to approve minutes of meeting in January and bills for January payable in February 2010. AYE: 5. NAY: 0. Motion carried.
Simmers introduced Resolution 2010-012 and moved its adoption, a resolution to set March 8, 2010 at 7:00 p.m. for a Public Hearing on the 10/11 proposed budget, seconded by Greenlee. AYE: Simmers, Durst, Terrell, Lobberecht, Greenlee. NAY: 0. Resolution passed.
Durst moved, seconded by Terrell to approve a beer and Sunday Sales permit for Eddyville BP. AYE: 5. NAY: 0. Motion carried.
Simmers moved, seconded by Greenlee to approve a Sunday Sales permit for Dave’s Welcome Inn. AYE: 5. NAY: 0. Motion carried.
Ron Richards could not be present so he asked Terry Brady of the Development Corp. to give his presentation: He said the committee will take cost saving steps which will reduce the operational costs of the Business Center and Community Room. The Development Corp. wants to keep the building open and operate it as long as they can.
Lobberecht moved, seconded by Durst to table reimbursement to the Fire Agency for mileage until Greenlee can talk to the Fire Agency at their meeting, there seems to be some misunderstanding of what the city should pay. AYE: 5. NAY: 0. Motion carried.
Mark Ford was present to discuss stop signs on Main St. at 5th and 6th streets, he knows of five accidents at those intersections since he opened his business, and he thinks stop signs would help. Terrell introduced Resolution 2010-013 and moved its adoption, a resolution to set a Public Hearing to add stop signs at 5th & 6th on Main St., for March 1, 2010 at 7:00 p.m. in city hall, seconded by Durst. AYE: Durst, Terrell, Lobberecht, Greenlee, Simmers. NAY: 0. Resolution passed.
Greenlee moved, seconded by Terrell to table changes to Employee Handbook until next regular meeting when more details can be worked out. AYE: 5. NAY: 0. Motion carried.
Simmers introduced Resolution 2010-014 and moved its adoption, a resolution to approve the first reading of Library Ordinance amendments changing board members from nine to seven and terms from six years to 4 year terms, seconded by Greenlee. AYE: Durst, Terrell, Lobberecht, Greenlee, Simmers. NAY: 0. Resolution passed.
Simmers introduced Resolution 2010-15 and moved its adoption, a resolution to waive the second and third reading of Library Ord. amendments and pass on the first reading, seconded by Durst. AYE: Terrell, Lobberecht, Greenlee, Simmers, Durst. NAY: 0. Resolution passed.
Mayor informed the council of problems with the North lift station. To change this one like the High School lift station will take about $25,000.00 we are waiting on more information. Mayor also informed the council that chipping branches has started, they already have the cemetery cleaned up and starting on residential properties now.
